Do you know what PMOC means? And who is required to use it?
Law 13.589/2018, enacted in January 2018, made it mandatory for all public and collective use buildings that have artificially air-conditioned indoor air environments with a capacity above 5 TR (15.000 kcal/h = 60.000 BTU/H) to have a Maintenance, Operation and Control Plan – PMOC for the respective air conditioning systems, aiming to eliminate or minimize potential risks to the health of occupants.”
The PMOC is the set of documents containing all the data on the building, the air conditioning system, the technical manager, as well as maintenance procedures and routines proving their execution.
A PMOC with a capacity above 5 TR is mandatory in:
- Split, Window or Central Air Conditioning;
- Cooling Tower;
- Chiller, Fan, Exhaust Fan and Hood;
- Recirculation Pump;
- Kitchen exhaust systems;
- Evaporative air conditioners;
- Cold rooms.
The PMOC needs ART and this must be signed by a professional who has a diploma in a mid-level or higher level technical course in the professions covered by the Confea/Crea* System.
The mandatory PMOC increases awareness and oversight of air conditioning system maintenance practices. The enactment of the standard raises the debate about the benefits of satisfactory air quality and the risks of an inadequate system to the health of occupants, as its effectiveness aims to:
- obtain the best indoor air quality;
- thermal comfort;
- productivity of the occupants of the site;
- energy efficiency of equipment;
- equipment longevity;
- reduce system failures;
- reduce electricity costs.
According to Law 6.437/77, fines for lack of PMOC can vary from R$2.000,00 to R$1.500.000,00 depending on the risk or severity, recurrence and size of the establishment, and are doubled in the event of a repeat offense.
The second part deals with the carrying out biological, chemical and physical assessment the indoor air conditions of air-conditioned environments
There are two stages: mechanical and biological.
In the mechanical stage of the PMOC A Preventive Maintenance plan is implemented for air conditioning systems. Periodic maintenance is then performed to ensure that the air conditioning system is always operating at its best.
This maintenance planning encompasses 5 phases:
-Survey and identification for registration of all equipment.
-Verification and analysis for Study of all equipment for structuring the Plan to be defined.
- Implementation where the maintenance routine is scheduled.
-No Execution technicians will perform procedures to ensure the durability and reliability of the equipment.
-And the Side Dishes in which our technicians and those responsible/contractors are in agreement regarding the information on the work carried out.
The second part deals with the carrying out biological, chemical and physical assessment the indoor air conditions of air-conditioned environments are carried out separately by a specialized company, which carries out:
- Fungal research and counting;
- Carbon Dioxide;
- Determination of temperature, humidity and air velocity;
- Total aerodispersoids.
The assessment must be carried out biannually by specialized laboratories, giving preference to those accredited by CGCRE INMETRO in accordance with the ISO 17025 standard, ensuring reliability in the analytical results.
Corrective maintenance
When equipment failures or wear occur, causing disruption to optimal system operation, corrective maintenance is required. This procedure consists of a set of methods aimed at restoring, correcting, and restoring the air conditioning system's optimal capacity.
